Health Insurance for residents of Illinois

I feel in-order to help pay health insurance for low income families or individuals with out health insurance. Is give them a financial break by lowering the home energy cost. I propose using Solar energy panels on homes thus reducing the cost of the home energy bill.  Im not for sure who would pay to convert all homes to Solar panels instead of being hooked up the grid. The savings would be for each home more than enough to buy health care insurance.  I feel it would also help Ameren Ip out by cutting down on all their maintaines cost for all the wires they have up. Like for instance our last ice storm that knocked out power all over in Illinois and Missouri. Well if all the homes would have had Solar panel for the electricity needs instead of Ameren Ip. Ameren IP would not have had to send out all the repair men to get the power back on and pay all that overtime cost.  Its just a rough Idea and if you have any input please leave a comment.
